You should see this before we take any further action. I think that most of the points raised by the Foreign Office in their letter at No.18 against going to U.N.R.R.A. for supplies for Hong Kong could be disposed of fairly easily, and I should like to give the Governor of Hong Kong an opportunity of expressing his views on the question before we gome to any decision as to whether or not Hong Kong should apply for U.N.R.R.A. supplies.

I should, therefore, be disposed, if you agree, to pursue this with the Treasury and the Foreign Office on the basis of consulting the Governor,
